Does this mean stopped at a POI in the CBG, or stopped anywhere in the CBG?

Hello and happy new year everyone! I have a question regarding the destination_cbgs column of the Social Distancing Metrics dataset. Per the documentation, this column counts “the number of devices with a home in census_block_group that stopped in the given destination census block group for >1 minute”. Does this mean stopped at a POI in the CBG, or stopped anywhere in the CBG? For example, if someone is just driving through a CBG and stops at a red light, are they included in this count?
